Responsabilidad de la Nación y del FONPET. En ningún caso el FONPET se hará cargo del pago directo de pensiones ni asumirá responsabilidades diferentes de las que le incumben en su condición de administrador de los recursos. En consecuencia, ni la Nación ni el FONPET asumirán las responsabilidades que en condición de empleadores y únicos responsables de los pasivos pensionales corresponden a las entidades territoriales.
