A partir del 1° de enero de 1975, el Servicio Nacional de Aprendizaje transferirá el medio por ciento (1/2 %) del total de su presupuesto al Servicio Nacional de Empleo del Ministerio de Trabajo y Seguridad Social.

La administración de los recursos del Servicio Nacional de Empleo, esto es, la ordenación de gastos y la celebración de contratos con cargo a ellos corresponde al Ministerio de Trabajo y Seguridad Social.
