Cuando los Inspectores de Impuestos se hallen practicando visitas, serán reemplazados en sus funciones ordinarias en las capitales de los Departamentos por el Administrador o por el Ayudante de la Inspección, según la importancia de los asuntos que se presenten: pero en el último caso, los Ayudantes procederán en sus actuaciones bajo la dirección y vigilancia inmediata de los respectivos Administradores de Hacienda.
