De conformidad con lo dispuesto en el artículo 1° de la Ley 7ª de 1944, el “Convenio sobre la obtención de pruebas en el Extranjero en Materia Civil o Comercial”, hecho en La Haya el 18 de marzo de 1970, que por el artículo 1° de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
