Modifícase el artículo 29 del Decreto 1697 de 1994, el cual quedará así: Articulo 29 . Manuales operativos. Le corresponde a cada concesionario o licenciatario de los servicios postales, elaborar manuales o reglamentos operativos del servicio conferido, a fin de garantizar procedimientos eficientes en la prestación del servicio, de conformidad con las normas establecidas por la Unión Postal Universal, UPU. En ejercicio de las funciones de vigilancia y control, el Ministerio de Comunicaciones podrá exigir su presentación cuando lo considere procedente.
