Las concesiones que se otorguen a las empresas de servicios públicos de que tratan los artículos 11 y 13, se sujetarán, además, a las condiciones y demás requisitos que fije el Gobierno por conducto del Departamento de Servicios Públicos del Ministerio de la Economía Nacional. El concesionario, o quien represente sus derechos, prestará el servicio llenando como condiciones indispensables las de eficiencia, regularidad y continuidad, que serán expresamente delimitadas por el Departamento mencionado.
