Los Artículos 1° y 2° de la Ley 119 de 1943 quedaran así:

"Destinase exclusivamente y por el término de 20 años, a partir de la presente fecha, para la reconstrucción de la ciudad de Barbacoas, destruida por los incendios de 1933 y 1943, el monto total del producido del impuesto sobre venta de oro físico que la Nación recauda por concepto de explotaciones de metales preciosos en el Municipio de Barbacoas (Departamento de Nariño).
