Para los demás gastos que ocasionen los transportes y que no están comprendidos en los artículos anteriores, tales como el pago del personal y material de los buques y remolcadores pertenecientes al Gobierno y destinado al transporte de carga, acarreos en Barranquilla, reempaques en esa ciudad y en los demás puertos en donde se haga necesario esta operación, el Ministerio de Obras Públicas mantendrá bajo la custodia del Jefe de la oficina de Barranquilla y del Embarcador Oficial de La Dorada, las sumas que crea indispensables para atenderlos en oportunidad.
