º . El artículo 3º del Decreto 539 de 2000 quedará así: " Artículo 3 º. Los Ministerios de Hacienda y Crédito Público y de Minas y Energía, en representación de la Nación, deberán suscribir junto con el Instituto de Fomento Industrial, IFI, a más tardar el 31 de diciembre del año 2001, el acta de liquidación del Contrato de Administración Delegada. Sin embargo, las partes contratantes realizarán todas las actuaciones posibles tendientes a liquidar anticipadamente el Contrato de Administración Delegada, bien sea en su totalidad o en lo relativo a las Salinas de Manaure, antes de la fecha indicada en el presente artículo."
