Art. 13. El Poder Ejecutivo hará timbrar estampillas de telegramas, para el pago del valor de ellos, conforme a la tarifa; i el funcionario encargado de la Direccion jeneral de telégrafos cuidará de que estén provistas de estampillas todas las Oficinas telegráficas tramitidoras, para su venta.
