Art. 2º Cuando juzgue el Gobierno oportuno contratar el empréstito de que trata la ley 18 de 1886 , "que concede ciertas autorizaciones al Gobierno en materias fiscales," el producto de aquel empréstito se aplicará á la compra de barras de plata para acuñar en piezas de ochocientos treinta y cinco milésimos (0,835).
