Art. 14. o En los puertos en que lo estime conveniente el Poder Ejecutivo podrán encomendarse al comandante del resguardo las funciones de capitan de puerto, con opcion a la mitad de los emolumentos que por el artículo 12. o se señalan a este empleado, quedando la otra mitad a favor del tesoro nacional.
