Mientras las Asambleas Departamentales, los concejos Municipales y Distrital expiden los Códigos Fiscales o Estatutos Presupuestales para sus respectivas entidades territoriales de conformidad con lo exigido en el artículo 94 de la Ley 38 de 1989 , las entidades territoriales del nivel departamental, continuarán elaborando, presentando y ejecutando sus presupuestos como lo venían haciendo antes del 21 de abril de 1989.
