Del organismo asesor . El Consejo Superior de Desarrollo Urbano y Vivienda Social de que trata el artículo 50 de la Ley 81 de 1988, cumplirá las funciones de organismo coordinador y asesor del Gobierno Nacional para los planes y programas de vivienda que se adelanten por los sistemas de autogestión o participación comunitaria. Para tal efecto el Consejo Superior de Desarrollo Urbano y Vivienda Social, cuando los asuntos a tratar así lo aconsejen, invitará a sus deliberaciones a los representantes de las organizaciones populares de vivienda que considere pertinentes.
