Artículo decimoprimero. Con el propósito de que se cumpla el objetivo de la Ley 10 de 1979 de fortalecer los fiscos municipales de las Intendencias y Comisarías, el Departamento Administrativo de Intendencias y Comisarías -DAINCO- auspiciará la reorganización de los sistemas municipales de recaudo tributario y les prestará la asesoría necesaria para establecer un eficiente control administrativo de sus rentas.
