Art. 9.º El individuo que dirija un parte puede hacer uso del derecho de pagar con anticipación, en la oficina en que lo pone, el valor de la respuesta, tomando como base para hacer el pago el número de palabras que contenga el parte que él dirije ; estando en la obligación de cubrir el déficit en caso de que la respuesta contenga mas palabras de las que ha pagado. Este abono lo verificará al recibir la contestación.
