º El artículo 103 del Decreto 1000 de 1986, quedará así: "Artículo 103. Los titulares de visa diplomática y de servicio que se encuentren debidamente acreditados como funcionarios de una representación diplomática, consular, de organismo internacional o de una oficina de asistencia o cooperación técnica se identificarán dentro del territorio nacional con el carné expedido por la Dirección General de Protocolo del Ministerio de Relaciones Exteriores".
