El Consejo Directivo del Patronato Colombiano de Artes y Ciencias, una vez instalado, nombrará, por mayoría de votos, un Secretario Ejecutivo y el personal subalterno necesario, pero teniendo en cuenta que los gastos totales de administración de la nueva entidad no podrán exceder en ningún caso del diez por ciento (10%) de las sumas con que anualmente la auxilie la Nación.
