Efectividad. La cooperación internacional debe responder directamente a las prioridades nacionales de desarrollo, priorizar la transferencia de conocimiento y mejores prácticas y, enfocarse en la creación y el fortalecimiento de las capacidades nacionales y locales, asegurando resultados de impacto y sostenibilidad de los resultados. La Cooperación Internacional debe responder a las prioridades de desarrollo del Gobierno nacional y de los Gobiernos locales.
