° . Las zonas de cesión de que trata el artículo tercero de este decreto, se entienden incorporadas a los diferentes municipios, distritos especiales, distrito capital, y a sus empresas de servicios públicos, a partir de la fecha en que se inició la utilización de acuerdo a su destinación.
