Deserción del concurso . Si no fuere posible el acuerdo económico con alguno de les proponentes elegibles, el jefe del organismo declarará desierto el concurso mediante resolución motivada que debe dictarse dentro de los diez (10) días siguientes a la fecha de la última acta de desacuerdo, so pena de incurrir en causal de mala conducta. En la misma forma se declarará desierto el concurso, cuando el jefe de la entidad encontrare que en la tramitación del mismo se cometieron irregularidades.
