° El Jefe civil i militar ejercerá en todo lo relativo al réjimen interior del Estado las atribuciones que confiere al Gobernador del mismo la Constitucion espedida en el Guamo el 20 de setiembre do 1870, la cual continuará observándose en todo cuanto fuere compatible con la actual situacion de guerra i con las disposiciones del presente decreto. Continuarán también vijentes todas las leyes sobre réjimen político i municipal.
