También queda facultado para contratar los servicios de técnicos extranjeros, que enseñen los más modernos procedimientos para la explotación y tratamiento de minerales, no sólo con destino a las zonas de California, Baja y Vetas, sino, además, para dar impulso a la minería en otras regiones del país.
