En los asuntos de que trata esta Ley y en los demás en que haya interesados extranjeros, no habrá lugar á reclamación diplomática sino por denegación ó retardo extraordinario ó ilegal de justicia, por falta de ejecución de una sentencia definitiva, ó agotados los recursos legales, por violación expresa de los tratados existentes, ó de las reglas del Derecho Internacional, tanto público como privado, reconocido generalmente por las naciones civilizadas.
