Artículo segundo. Los sueldos del personal y gastos de sostenimiento del Instituto Nacional de Higiene Samper-Martínez, se pagarán en la presente vigencia fiscal de 1954 con cargo a los artículos 649 y 650, capítulo 59 del Presupuesto actual. A partir del 1° de enero de 1955 todos los gastos de este Instituto los hará dicha dependencia, de sus rentas.
