El auxilio a que la presente Ley se refiere se incluirá forzosamente en cuotas de a cien mil pesos ($100.000.00) cada una, en los Presupuestos Nacionales de gastos para las vigencias fiscales de 1944 y 1945, y de no incluirse por el Congreso, el Gobierno lo hará mediante la apertura de los créditos ordinarios o extraordinarios que sean necesarios.
