El artículo 21 de la Ley 120 de 1919 quedara así:

Celebrado el contrato se someterá a la aprobación del Presidente de la República y del Consejo de Ministros, mas no se perfeccionara sino cuando obtenga el dictamen favorable del Consejo de Estado y de la Junta de Hacienda, creada por la Ley 109 de 1919 . Estas entidades, el Consejo de Estado y la Junta de Hacienda, tendrán un plazo improrrogable de veinte días para el estudio de cada negocio, contado desde la fecha en que les sea entregado el respectivo contrato.
