Disponibilidad presupuestal. Los Ministerios, los Departamentos Administrativos y los organismos a que se refiere este Decreto deberán apropiar anualmente, dentro de sus respectivos presupuestos, las partidas necesarias para el efectivo cumplimiento de lo establecido en materia de estímulos en el Decreto-ley 1661 de 1991, en lo que se refiere al reconocimiento y pago de estímulos a los mejores funcionarios.
