Art. 2º Los nombramientos de miembros de las Juntas Electorales y Jueces de escrutinio se harán por los Consejos el 11 del mismo mes, y se comunicarán inmediatamente tanto á los nombrados como al Gobernador del Departamento, usando de preferencia el telégrafo, á fin de poner en conocimiento de los nombrados la fecha en que deben instalarse y hacer los nombramientos que les corresponden.
