La visa oficial podrá ser otorgada por la Dirección General del Protocolo del Ministerio de Relaciones Exteriores o por el jefe de una misión diplomática de la República, a los extranjeros titulares de pasaporte oficial o similar, que vengan en desempeño de una misión oficial. La visa oficial podrá ser expedida en el exterior previa solicitud formulada por el respectivo Ministerio de Relaciones Exteriores, organismo internacional o misión diplomática, según el caso, y tendrá una vigencia provisional de noventa (90) días.
