°. Las comisiones al exterior solo podrán ser conferidas por los Organismos de la Administración Nacional con aprobación del Gobierno Nacional. Esta aprobación solo podrá otorgarse cuando los agentes diplomáticos y consulares de la República no puedan cumplir las funciones propias de la comisión. En estos términos queda adicionado el Decreto 3306 de 1963.
