El Gobierno contratará inmediatamente la prolongación del Ferrocarril de Nariño desde la isla de Tumaco a la de El Morro, de acuerdo con el concepto de técnicos, por medio de terraplenes, cuyas especificaciones consulten una anchura suficiente para que la conexión entre las islas se haga por vía férrea, por carretera y avenidas que permitan un tránsito fácil y permanente.
