La convocatoria para la constitución de Alianza o Asociación de Usuarios de cada una de las entidades mencionadas en el artículo anterior, se realizará de conformidad con lo establecido en el Decreto 1757 de 1994, utilizando los recursos informativos disponibles que garanticen una amplia convocatoria de los usuarios del servicio.
