Art. 38. Todas las mercancías estranjeras no esceptuadas por la lei, pueden ser importadas a la República por nacionales y estranjeros, sin distincion alguna por razon de la bandera del buque en que se haga la importacion, de su procedencia o del orijen de las mercaderías.
