La impugnación de la cédula de ciudadanía puede hacerse al tiempo de su preparación o después de expedida. En ambos casos el Registrador del Estado Civil exigirá la prueba en que se funda la impugnación, oirá, si fuere posible, al impugnado, y, junto con su concepto sobre el particular, remitirá los documentos al Registrador Nacional del Estado Civil, para que éste resuelva si niega la expedición de la cédula o si cancela la ya expedida.
