Art. 74. Todo gasto ilegal hace responsables mancomunada y solidariamente al ordenador y al pagador; pero éste se releva de la responsabilidad cuando reclamare de la orden.

Esta reclamación debe hacerse por escrito y sin demora; más si la orden se reiterare, su cumplimiento es absolutamente obligatorio, sin que pueda suspenderse sino por falta comprobada de fondos; siendo en este caso la responsabilidad para el ordenador únicamente.
