Las Comisiones de la Mesa de una y otra Cámara quedan facultades para reducir los empleos subalternos de las Secretarías en la proporción que estimen conveniente, según el mayor ó menor recargo de trabajo que haya en ellas y por el tiempo que cran necesario.
