Autorizase al Gobierno para organizar como dependencia de uno de los Ministerios la Sección de Provisiones encargada de la adquisición de los elementos necesarios para el funcionamiento de las demás dependencias del Gobierno Nacional, pudiendo prescindir de los requisitos exigidos por el Código Fiscal y con la sola aprobación del Contralor General de la República.
