Para indemnizar al Tesoro público del perjuicio que le ocasiona el reconocimiento que por el presente Decreto se ordena, el Gobierno procederá a imponer las contribuciones de guerra necesarias, al tenor de lo permitido en el artículo 121 de la Constitución y de lo preceptuado en los 182 y 231 a 234 del Código Penal, sin perjuicio de la responsabilidad criminal en que han incurrido los autores, cómplices y auxiliadores del referido delito.
