° Los servicios e que trata este Decreto deberán ser prestados por los egresados de los distintos programas universitarios y tecnológicos que hayan obtenido el respectivo título o lo hayan convalidado si lo obtuvieron en el exterior, en las regiones que fueron afectadas por enfrentamiento armado o acciones subversivas.
