Para todos los efectos, sustituyense como requisito para los Sistemas Especiales de Importación-Exportación, los contratos a que se refieren los artículos 172, 173 y 174 del Decreto-ley 444 de 1967, por las operaciones contempladas en este Decreto. Dichas operaciones serán autorizadas por Incomex con base en programas presentados por el interesado, para lo cual dicho Instituto comunicará mediante oficio la decisión respectiva. No obstante, los contratos celebrados con anterioridad a la fecha de vigencia del presente Decreto, continuarán rigiéndose por las normas bajo las cuales fueron suscritos.
