Articulo 3.° Mientras subsista el estado de sitio, se prohíbe portar armas de fuego en todo el territorio nacional, aun con salvoconducto. Sin embargo, los Comandantes de Guarnición Militar podrán autorizar el porte de armas y expedir salvoconductos especiales a las personas y entidades que a su juicio lo requieran, pero dentro de las instrucciones que imparta el Comandante General de las Fuerzas Militares. Quien incurra en violación de lo dispuesto en el inciso primero de este artículo, será sancionado con arresto inconmutable hasta por treinta (30) días.
