º. El Prefecto de Policía Judicial Nacional calificará, en un registro especial, la competencia de los funcionarios que conozcan de asuntos de policía judicial en primera instancia; y cada semestre, con referencia a dicho registro, comunicará a los superiores, verbalmente o por escrito, para los efectos a que hubiere lugar, la calificación razonada de su idoneidad y comportamiento.
