Los derechos que por concepto de las actuaciones de que trata el artículo anterior, se causarán cuando se realicen a nivel nacional por el Ministerio de Relaciones Exteriores, las Gobernaciones con las que exista convenio o el ente delegado para tal fin; y en el exterior, por los consulados y secciones consulares de las Embajadas de la República.
