Art. 4.° El pago de los dos portes que deban cobrarse conforme al artículo precedente , se efectuará en la oficina, telegráfica o postal, del punto de partida del despacho. Al efecto, no solo toda oficina postal, sino también toda oficina telegráfica, tendrá presente la disposición del artículo 5.º de este decreto, i toda oficina postal estará provista de una tarifa telegráfica.
