Aplicación a los distritos, municipios y departamentos. Los departamentos, distritos y municipios aplicarán, en sus territorios, normas iguales, en lo pertinente, a las de este decreto, cuando haya situaciones relacionadas con subsidios que deban aplicar y que no hayan sido objeto de reglamentación especial.
