Art. 3º. Prohíbase a los particulares la importación al país de toda clase de fósforos.

Solamente la Compañía concesionaria tendrá derecho a introducir las materias destinadas a la fabricación.

Esta disposición comenzara a regir tres meses antes de la fecha en que la fábrica o fábricas que se establezcan estén en la actitud de dar sus productos a la venta pública.

Los particulares que en dicha fecha tengan existencias de fósforos, estarán obligados a dar cuenta de ellos al Gobierno, y tendrán el derecho de expenderlos libremente.
