Toda carga que se haya de disparar en bahías, en terrenos de la bajamar o a menos de una milla de la desembocadura de cualquier río, deberá enterrarse dentro de una tubería a una profundidad mínima de 20 pies del fondo. Las tuberías que se usen para este fin deberán marcarse con el nombre, iniciales o sigla del operador. Dicha marca debe estar en lugar visible y debe ser legible mientras la tubería se conserve en buen estado.
