Cuando el pago de los gastos públicos se haga a virtud de órdenes expedidas por los respectivos ordenadores a favor de los acreedores del Tesoro, tales órdenes llevarán las estampillas correspondientes según su valor. Cuando aquellos pagos se hagan por anticipación, sobre cuentas o nóminas, estas llevarán dichas estampillas, sin que sea preciso adherirlas de nuevo cuando se expidan las órdenes de legalización.
