Si no fuere del caso dar curso legal a las solicitudes presentadas sobre concesión, prorroga o traspaso de patentes, se sustanciaran expresando la causa de la negativa, y la Tesorería General de la República hará la devolución de los derechos consignados, mediante orden dada por el Ministerio de Industrias, en la cual se transcribirá la sustanciación apuntada.
